Rights
A "concession"
is a permission right to build on property within 200 meters of the
ocean. It is granted by the municipality in which the property exists.
The "concession"
is similar to the California Coastal Commission regulating building
in the Maritime Zone. It is separate from the "possession"
rights or property within 200 meters of the ocean which are permanent
and can never be taken away. Your deed to your property guarantees you
possession rights.
